Spotted: Garnier Skin Renew Miracle Skin BB Eye Perfector (New Formula)

I'm so confused by this one, and I'm hoping some of you might be able to help me out. I wasn't even aware that Garnier had a Skin Renew Miracle Skin BB Eye Perfector (not to be confused with the Skin Renew Anti Dark Circle Roll-On that I reviewed back in 2010). But when reader @cristina592 on Instagram shared the below pic with me, the first thing I noticed was that the box says "New Formula" as
